Do daycare centres exist to specifically cater for "cotton wool kids?" 10 points?

I do not think a parent who was really worried would even send their child to day care. However, it would go a long way if parents would just teach their children basic rules of self care, like using a tissue instead of their shirt, and proper hand washing. In my 20 years plus spent with children, I have met ONE child who used proper hand washing on her own. There were far more who have been taught to care for their jewelry than to wash properly.
