If i expunge my record do i get my rights back?

i got arrested for petty theft. reason why is i came from a party i was far from home so i siphoned about 2 dollars worth of gas from a car and it was very dark, i got scared saw someone coming and my friend started running so i ran too idk what was going on. if i knew it was a cop i would of never ran. the officer didnt say freeze so how can i know, so i got charged with resisting arrest which the officer droped the charge and stayed with petty theft. i took a class to get rid of the theft but i have to expunge my record soon which i am. im not a criminal i promise you and i would like to know about ways that may clear my records. i just want to hear good news.
